DRAFT Minutes of a meeting held in the Village Hall on Tuesday 1st June 2010,

at 7.30 p.m.

PRESENT: Councillors A Simon ( Acting Chairman), J. Dilley, E. Slater, G. Clent, B. Pye, M. Buckland, M. Brown & County Councillor R. Coatsworth.

IN ATTENDANCE: C Buckland (Parish Clerk), Dave Bird (Footpath Officer)

1. APOLOGIES FOR ABSENCE

2. DECLARATIONS OF INTEREST

4. MINUTES OF PREVIOUS MEETING

Resolved that the minutes of the Council’s meeting held on 4th May 2010 be agreed and signed as a correct record.

5. MATTERS ARISING FROM THE MEETING

a) Chesil Lodge, West Bexington – Kevin Perry, WDDC Enforcement Officer had confirmed that this was not an enforcement issue.

b) A letter had been received from Rob Asprey, Affordable Housing Officer WDDC – this letter would be circulated to all Councillors & then discussed at the July meeting.

c) Councillor Buckland reminded other Councillors that Councillor Edwards had not been thanked at the May Annual General meeting for all his time & efforts spent on Parish Council business – this should be done at the July meeting.

6. CHAIRPERSON’S REPORT

In the absence of the Chairman – Councillor A. Edwards – there was no Chairman’s Report. There was a reminder that there would be a meeting of the Napper Charity Trustees on Tuesday 8th June at Sea Fret, Puncknowle at 7.30pm.

7. REPRESENTATIVES REPORTS

i. Allotments

Dave Bird reported that the Allotment Committee had inspected the Allotments the previous week & there were 2 Plots causing concern – his was one of them & he assured everyone that he would tidy up his plot. The other plot had not been cultivated since Godfrey Elliott had given it up last September and weeds were already seeding. Agreed the Clerk write to the new plot holder asking if they wished to relinquish their tenancy or reduce their plot to ½ and give the other ½ to someone on the waiting list.

ii. Footpaths

Dave Bird reported that Footpath 1 – Looke Lane to Litton Cheney there was no footpath cut out of the crop. Footpath 2 – the Footpath style at Hazel Lane needed repairing. Footpath 35 – From the Chapel at Puncknowle to Bull Lane, Swyre – wheat was growing & there was no footpath cut out- he would contact Puncknowle Manor Estate re all 3 of these footpaths. Some of the footpath circular discs were faded & he agreed to get replacements from DCC. He asked if an additional Dog Bin could be placed at the top of Hoopers Lane /Looke Lane or the one outside the Playing Field be moved down there. Clerk to enquire.

iii. Homewatch & Community Police Report

The Homewatch signs were on “Red” due to the theft of Oil from tanks in West Bexington.

iv. Playing Field Committee

Councillor Slater advised that the Countryside Volunteers were completing the work on the Dry Stone wall on the weekend of 12/13th June 2010. The stone to be moved from Tony’s field by trailer the weekend before this. The Risk Assessment still had to be completed.

v. Transport

Nothing to Report

vi. Village Hall

Councillor Brown advised that the Village Hall Committee had applied for a Premises Licence – Entertainments & Alcohol with a 28 day period for comments to WDDC.

vii. Bridport Local Area Partnership & DAPTC

Councillor Slater reported that at the AGM Councillor Edwards had been voted in as Chairman of BLAP, replacing Charles Wilde. There was free swimming for the over 60’s at Bridport Leisure Centre – times available on their web site.

viii. Puncknowle Web Site

Councillor Brown advised that the Web Site was gradually being rebuilt and was now live & up to date.

8. PLANNING

Applications on which the Parish Council were consulted: – None

Decisions:

a. Application No 1/D/10/000461 – Sea Croft, Swyre Road, West Bexington – Extend time limit for implementation of 1/W/05/000453 – to demolish existing garage & store. Erect two storey extensions with integral garage & convert roof space to form accommodation – Permission Refused – Agreed to circulate to all Councillors by e-mail the reasons for this Refusal.

b. Application No 1/D/10/000415 – Ridgeway, Swyre Road, Puncknowle- Replace roof and install 3 conservation rooflights to outbuilding. Change of use to extend residential garden. – Consent Granted

c. Application 1/D/10/000422 – Swyre Gate, Puncknowle Road, Swyre. To install 22 NU180 Sharp Photovoltaic Modules on the southwest aspect roof. – Consent Granted

9. HIGHWAYS ISSUES

a) B3157 Safety Improvement Project – County Councillor Ron Coatsworth advised that there was a new Chairman of this board.

b) Pot Holes – Councillor Brown stated that the pot holes in Looke Lane had still not been done. The Clerk had reported this in February 2010.

c) The ditch at West Bexington – The water needed to be drained under the road & down to the dew pond – Clerk to ask the PMU to do this work when in the area.

d) Finger Posts- it was suggested that perhaps temporary signs could be put in place until the proper finger posts are done.

10. CORRESPONDENCE RECEIVED

A schedule of correspondence received since 4th May 2010 had been circulated to all Councillors in advance of the Council’s meeting.

11. FINANCE

Payments for Approval: Resolved that the four invoices listed below be authorised for payment

Evans Building Contractors (Hire of stone breaker) £166.85

G. Elliott (Grass Cutting x 4) £160.00

AON Ltd (Insurance Renewal) £266.66

Total £824.84

Other Finance:

a) Insurance Renewal – As agreed at the May meeting another quote had been received from Zurich for £278.15 & following a telephone call AON had agreed to reduce their original quote of £297.79 down to £266.66. All Councillors agreed to insure again with AON.

b) Village Hall – DAPTC would advise on the rules governing alternative venues for Council meetings –to discuss at the July meeting.

INFORMATION ITEMS

a) Councillor Pye advised that Swyre Church Fete had raised the sum of £663 despite the poor weather.

b) Notification had been received of Road Closures on the 3 roads south off the A35 to Litton Cheney and Long Bredy. This would start on Monday 7th June 2010 for 5 days. Posters were on the Notice Boards.

c) Magna Housing had advised that the repairs to the footway that was badly cracked along Looke Lane, Puncknowle would be started on 1st June 2010. Councillor Dilley agreed to check that these repairs had been completed.

12. PUBLIC TIME

a) County Councillor Ron Coatsworth advised that WDDC’s preferred way of reporting highways issues was by e-mail.

b) Lester Cowling suggested that the problem of the missing finger posts could benefit from some publicity in the local press. He said that he was still not happy about the Rural Roads Policy being used on the B3157 Coast Road.

RESOLVED to note that the Council’s next meeting would take place on Tuesday 6th July 2010 commencing at 7.30 p.m.
